Die staatlichen Mittel f&uuml;r Entwicklungszu
      sammenarbeit (EZA) sind im vergangenen Jahr zwar minimal gestiegen, mit eine
      r Quote von 0,27 Prozent des Bruttonationaleinkommens (BNE) liegt &Ouml;ster
      reich aber noch immer deutlich unter dem OECD-Schnitt und erst recht unter d
      em international vereinbarten Ziel von 0,7-Prozent. Das geht aus dem aktuell
      en Bericht der Organisation f&uuml;r wirtschaftliche Entwicklung und Zusamme
      narbeit (OECD) hervor. Im Jahr 2018 gab &Ouml;sterreich unter der damaligen 
      t&uuml;rkis-blauen Regierung 0,26 Prozent f&uuml;r Entwicklungshilfe aus &nd
      ash; ein Tiefstand der vergangenen 15 Jahre; 2019 stiegen die EZA-Gelder dan
      n um rund sieben Prozent.
Der Zuwachs ist laut OECD vor allem auf die h&oum
      l;heren Zuwendungen f&uuml;r multilaterale Organisationen zur&uuml;ckzuf&uum
      l;hren. Die Ausgaben f&uuml;r Fl&uuml;chtlingsbetreuungskosten im Inland, di
      e offiziell auch als Entwicklungshilfe deklariert werden d&uuml;rfen, sanken
       hingegen: Von insgesamt 1,21 Mrd. US-Dollar (1,11 Mrd. Euro) &bdquo;Officia
      l Development Aid&ldquo; (ODA) verzeichnete &Ouml;sterreich 2019 2,5 Prozent
       f&uuml;r Fl&uuml;chtlingsbetreuung; 2018 waren es noch &uuml;ber f&uuml;nf 
      Prozent, 2017 sogar mehr als zw&ouml;lf Prozent. In Italien, Griechenland od
      er auch Island lag dieser Anteil bei &uuml;ber oder knapp 20 Prozent.

Dieselben f&uuml;nf der insgesamt 30 
      Mitgliedsstaaten des OECD-Entwicklungshilfeausschusses (DAC) wie bereits im 
      Vorjahr erreichten das UNO-Ziel, 0,7 Prozent des BNE f&uuml;r Entwicklungshi
      lfe auszugeben: Luxemburg (1,05 Prozent), Norwegen (1,02), Schweden (0,99), 
      D&auml;nemark (0,71) und Gro&szlig;britannien (0,7). Deutschland leistete mi
      t 0,6 Prozent mehr als doppelt so viel wie &Ouml;sterreich. Die heimischen R
